Child Care Subsidy rates are changing soon. 

•     An approved provider of an education and care service that is listed on the Department of Education & Training Category 4 List – at some risk of bushfire or grassfire must ensure that: •	The service does not operate on any day that the Victorian Emergency Management Commissioner declares as having a 'Catastrophic' Fire Danger Rating that applies to the area or district at which that service is located.
•	The service's emergency and evacuation policies and procedures required under regulation 168 of the Education and Care Services National Regulations include an Emergency Management Plan for managing the service's bushfire and grass fire related risks.
•	The service's Emergency Management Plan is kept up to date, reflects the service's operating context, is reviewed at least once each calendar year, and includes:
o	a list of the service's emergency contact details
o	procedures for monitoring and managing bushfire and grassfire risks and events
o	procedures for identifying and managing events that may cause planned, unplanned or pre-emptive closure of the service
o	procedures for notifying families of children enrolled at the service of any closure
o	procedures for reviewing and updating the Emergency Management Plan.
•	A copy of the service's Emergency Management Plan is made available to the Regulatory Authority on request.

•	    An approved provider of an education and care service that is listed on the Department of Education & Training Bushfire At-Risk Register must ensure that: 
•	The service does not operate on any day that the Victorian Emergency Management Commissioner declares as having a 'Catastrophic' Fire Danger Rating that applies to the area or district at which that service is located.
•	The service's emergency and evacuation policies and procedures required under regulation 168 of the Education and Care Services National Regulations include an Emergency Management Plan for managing the service's bushfire and grass fire related risks.
•	The service's Emergency Management Plan is kept up to date, reflects the service's operating context, is reviewed at least once each calendar year, and includes:
o	a list of the service's emergency contact details
o	procedures for monitoring and managing bushfire and grassfire risks and events
o	procedures for identifying and managing events that may cause planned, unplanned or pre-emptive closure of the service
o	procedures for notifying families of children enrolled at the service of any closure

The approved provider must ensure that all children attending the outside school hours care program must be at least 4 years of age by 30 June in the year they attend the program.

The approved provider must ensure that only children who are currently enrolled in, and attend or will attend, a school in the current year attend the outside school hours care program.

The approved provider must ensure that at all times when moving between approved spaces the enrolled children are accompanied by a contact staff member

The approved provider is to ensure that at all times enrolled children preschool age or under require access to and from the toilet facilities, they are accompanied and supervised by a contact staff member, including while in the bathroom.

This service is approved to provide education and care to children from over preschool age, including school children.

This service is approved to provide education and care to children over preschool age up to and including school children, before school, after school and during school holidays.

This service approval is granted for the provision of before school care and after school care at this location.

The approved provider is to ensure that at all times children over preschool age require access to and from the toilet facilities, they are accompanied and supervised by a contact staff member.

During the period from 16 June 2025 to 27 June 2025 the waiver for regulation 356(2) applies on a maximum of five sessions per week. During this period of time a maximum of one educator who holds an approved certificate III qualification may be counted in the ratios of diploma qualified educators.

During the period from 30 June 2025 to 29 August 2025 the waiver for regulation 356(2) applies on a maximum of one session per week. During this period of time a maximum of one educator who holds an approved certificate III qualification may be counted in the ratios of diploma qualified educators.

During the sessions the waiver is required when the service is operated as a single staff model the approved provider must ensure that education and care is provided to no more than ten (10) children and at all times the service provides education and care a responsible adult is present on site at the service address and/or immediately available to support the program where required.

The approved provider must engage with a diploma qualified educator for the purposes of developing and implementing the education program being delivered to children being educated and cared for at this service.

The approved provider must take reasonable steps to recruit educators who have, or are actively working towards, at least an approved diploma level education and care qualification during the waiver period.

The approved provider must notify the Regulatory Authority within 14 days if the waiver is no longer required.

That the approved provider only provide outside school hours care at the service

No more than one nominated educator with current registration with the Victorian Institute of Teaching can be counted in the diploma level qualified educator to child ratios for children 36 months to preschool age attending the service.&#xD;
&#xD;
The nominated educator must be mentored by a person with at least an approved diploma level qualification.

This service is approved to provide education and care to children over preschool age up to and including school children, after school and during school holidays.

For the purposes of regulation 356(2) a maximum of one educator who is working towards a certificate III level qualification may be counted in the ratios of diploma qualified staff for a maximum of four sessions per week.

The approved provider must take reasonable steps to recruit educators who have, or are actively working towards, at least an approved diploma level education and care qualification.

The nominated educator who does not meet the requirements of regulation 356(2) must be enrolled and working towards a certificate III level education and care qualification.  The nominated educator must also have relevant experience in the education and care of children over preschool age.  The service must ensure that evidence of the nominated educators’ current enrolment or qualification and relevant experience is kept on their staff record. The nominated educator must be mentored by a person with at least an approved diploma level qualification.

For the purposes of regulation 356(2) a maximum of one educator who holds an approved certificate III qualification may be counted in the ratios of diploma qualified educators.

The approved provider must engage with a diploma educator for the purposes of developing and implementing the education program being delivered to children being educated and cared for at this service.

This service is approved to provide education and care to children aged over preschool age including school children before school, after school and during school holidays.

The approved provider must ensure that at all times when moving between rooms and between the outdoor areas and rooms the enrolled children are accompanied by a contact staff member.
